What to use 18mg in
Use 18mg freebase in a mouth-to-lung setup: an MTL kit, an MTL tank or a pen-style starter kit. Don't use it in a sub-ohm kit; it will be far too harsh.

Is 18mg too strong for a beginner?
Not if you smoked heavily. If you were a light smoker, 12mg or 6mg is usually a better start.
18mg freebase or 20mg nic salt?
18mg freebase gives a stronger throat hit. 20mg nic salt feels smoother and is the usual choice for pod kits and ex-disposable users.
